Meng Junyi believes that the new rules also have a positive side.

The reporter understands that at present, the AQSIQ has adopted interim management measures on this new regulation: before June 30, 2009, when exporting, the enterprises only need to declare to the local inspection and quarantine institutions in advance and receive the "customs clearance list for outbound goods" without paying the inspection and quarantine fees.

As of July 1st, the inspection and Quarantine will be formally implemented according to the relevant provisions of the general administration.

Nevertheless, Zhang Wei, business manager of Shandong thousand Rong Home Textile Co., Ltd., told reporters on the guide: "no one has a bottom for this year's export situation.

It will be hard to say whether the situation will improve after six months, but enterprises will surely face the pressure of rising costs.
