In May 18, 2010, the European Parliament adopted a legislative resolution on textile labels. The new law aims to replace the directive 73/44/EC, 96/73/EC and 96/74/EC to simplify the EU's regulatory framework for the development and use of textiles.


At present, the production of textile signs is voluntary, depending on national legislation. Members of the European Parliament believe that the EU should keep the country of origin labels more stringent, so that the country of origin labels will become mandatory. The Council sets out the following criteria for deciding on the origin of textiles from third countries:


The product is acquired entirely in a single country or region and should be regarded as originating from the country or region.


The production of products involves more than one country or region, and the country or region where the final substantive transformation should take place is the place of origin.


European Union member states (except Italy) rejected the amendment of the European Parliament and adopted the text similar to the original technical proposal of the European Commission.


In a press release of September 13, 2010, the Council indicated that future regulations should include provisions for improving the system.

The European Parliament has asked the European Commission to submit a report on the new EU labelling requirements, which is based on the results of the industry consultation and, if appropriate, can be attached to the bill. The report will cover the following matters:


Coordinated nursing labeling system;


The uniform uniform label system applicable to the whole European Union;


Indicating the use of markers that may be sensitive or harmful substances in the production of textiles;


Eco label on environmental performance and production of textiles;


Social labels show how textiles are produced under social conditions.


Textiles flammability warning labels;


Electronic tags, including radio frequency identification (RFID) technology;


The identification number is added to the tag so that more product information can be obtained through the Internet, if necessary.


Use the logo without the need for word description to identify the fibers used in textiles, so that consumers can easily understand the product components.


The European Parliament also requested the committee to conduct a study two years after the entry into force of the regulation to assess whether substances used in textile production or processing would endanger human health. The purpose of Parliament is to assess whether there is a causal relationship between allergic reactions and man-made fibers, coloring agents, biocide, preservatives, or nanoparticles used in textiles. Future research findings may lead to more legislative proposals.
