All along, the Fujian inspection and Quarantine Bureau took the initiative to promote Putian footwear export expansion and support the economic development of the west coast as its mission, the first to introduce a series of assistance measures, and has helped push forward the development of Putian footwear industry.

In particular, last year, the Fujian inspection and Quarantine Bureau launched a vigorous enterprise classification management in all export industrial products enterprises in Putian.

The municipal government has conducted an effective, scientific and systematic classification of the production and operation status and product quality and safety level of export footwear enterprises. It has a significant effect on standardizing the export behavior of Putian footwear manufacturers, enhancing their sense of responsibility, honest and trustworthy management, and improving the quality of export products.

As the Fujian inspection and quarantine bureau is competent, well organized, well publicized and well prepared, the overall management level of Putian enterprises has been improved during the pition period of the new and old classification management methods.

Now, 211 export footwear enterprises in the city have 22 enterprises, two enterprises 103, and three enterprises 86.

A year after the implementation of the new classification management method, enterprises generally reflected that the inspection and Quarantine Bureau of Fujian had significantly reduced the sampling frequency of export products, and greatly increased the supervision of the quality and management level, self-examination and self-control ability, production equipment level and other hardware and software strength related to the development of the enterprise itself.

This pformation from "checking products" to "managing enterprises" has benefited the development of footwear industry in Putian. As an opportunity, Putian enterprises constantly improve their own construction and promote technological innovation and industrial upgrading.

The international financial crisis has caused a great impact on Putian's export enterprises and export products.

The Putian municipal government has held joint meetings with the Fujian inspection and Quarantine Bureau to explore solutions.

Just as the AQSIQ implements the new classification management method throughout the country, the Fujian inspection and Quarantine Bureau has brought into full play the new way to promote the economy of Putian. The joint municipal government and relevant departments have taken the initiative to mobilize the export enterprises to take the initiative, and have innovatively applied new methods and related contents in the quality and safety, law enforcement checks and port clearance links in the vital interests of the enterprises concerned. They have focused on the measures to expand the export of the 16 supporting enterprises, including the classified management, and helped the Putian footwear enterprises to cope with the international financial crisis to the maximum extent, and made important contributions to the stable and healthy development of Putian's foreign trade and economic cooperation.

In 2009, when the export of footwear products was blocked, Putian exported footwear products to a record high of $1 billion 525 million.
