Exporters who have the export licence certificate (EARC) can export cotton.

The time limit for shipment is 45 days from the date the government issues the export license, or by December 15th.

Informed sources said it was clear that by the end of December 15th, the 5 million 500 thousand package export target had not been completed.


As of December 16, 2010, the India government issued a licence of about 5 million 20 thousand bales of cotton, 170 kilos per pack.

The government refused to issue licences for about 270 thousand bales of cotton.

Officials of the office of the Commissioner of textiles were informed that 5 million 20 thousand bales of cotton were allowed to export before the deadline for December 15th.

Although it will take several weeks to know the exact number of exports, it is estimated that before the deadline for December 15th,

The government allows 5 million 500 thousand bales of cotton exported, so there are still 250-300 packages without export.


Mr. Josh, the textile Commissioner of the India government, said that the government needed to receive the actual quantity of the port report, otherwise the government would not be able to make a decision.

After completing the actual shipment, the exporter has 21 days to report to the government the exact quantity of shipment.

The data will be compiled and submitted to the conference of Ministers of agriculture, textiles, commerce and finance, and ministers will make decisions accordingly.

The Ministerial Conference will decide on exports, but the ministerial conference seems to be held at the end of January 2011, when India can decide whether to export cotton.


Mr. Josh is also chairman of the India Cotton Advisory Committee. He said the committee's latest forecast for cotton production in 2010/11 is 32 million 500 thousand bales.

2011 cotton year ends at the end of September.


Until the end of January next year, the government will not decide whether to continue exporting 250-300 million packages of unexported cotton. The cabinet ministerial meeting will decide according to the situation at that time.
