At the same time, the "measures" also made specific provisions on penalties for illegal registration of individual industrial and commercial households.

According to the relevant provisions of the regulations, the supervision of individual business owners has highlighted two characteristics: first, people-oriented, education and guidance, and punishment as a supplement.
