The Textile Industry Focuses On Four Major Areas.

According to the plan, during the "12th Five-Year" period, the industrial added value of textile enterprises above designated size increased by 8% annually, and the rate of industrial added value increased by 2 percentage points to the end of 12th Five-Year. Total It reached 300 billion US dollars, an average annual growth of 7.5%, and the total fiber processing in the whole industry reached 51 million 500 thousand tons, an average annual increase of 4.5%. The number of people employed in the whole industry remained at around 20 million.
Focus on developing four fields
The four key areas of development proposed in the 12th Five-Year plan include: the new textile fiber material industry, the high-end textile equipment manufacturing industry, the high performance industrial textiles and the traditional textile sub sectors.
At the end of 12th Five-Year, chemical fiber accounted for 76% of the total fiber processing, and the chemical fiber differential rate increased from 46% in 2010 to more than 60%. "Planning" pointed out that during the "12th Five-Year" period, we will accelerate the development of differential fiber, hi-tech fiber and biomass fiber technology and industrialization; vigorously develop the polyester long and short fiber Imitation cotton technology, the high imitation cotton fiber accounted for 15% of the polyester fiber proportion; actively promote the fiber spinning coloring technology, the proportion of colored fiber to 5-10%; and develop diversified polyester products.
High end textile manufacturing industry has been included in key development areas. By 2015, more than 30% of the main textile machinery products will reach the international advanced level in the same period, of which more than 50% of the main products such as spinning machinery, chemical fiber machinery and so on. During the "12th Five-Year" period, we will accelerate the R & D, manufacturing and industrialization of all kinds of high-end textile equipment, including: high technology fiber complete sets of process technology and equipment, functional differential fiber complete process technology and equipment, whole process intelligent textile automatic production line, high-performance spinning and weaving equipment, industrial pre forming intelligent weaving equipment, new non-woven fabric complete equipment, green environmental protection low carbon textile machinery products, high-end textile technology and equipment, and so on.
The "planning" pointed out that during the "12th Five-Year" period, the utilization level of natural fiber resources of cotton, wool, linen and silk will be improved, and the development and industrialization of new spinning and weaving technologies with high efficiency and energy saving should be strengthened, so as to diversify and upgrade the textile products. At the end of 12th Five-Year, the cotton spinning compact had to reach 20 million spindles, and the percentage of cotton shuttle shuttleless looms should reach 65%. The proportion of new spinning technology such as composite spinning, siro spinning and embedded spinning should reach over 60%, and the ratio of automatic monitoring and analysis technology applied to fabric should reach 10%. To popularize the automation, digitalization and information production technology of clothing and home textile enterprises, the popularization rate of computer aided design (CAD) should reach 50%, and computer aided manufacturing (CAM) should reach 25%.
The plan predicts that at the end of 12th Five-Year, the proportion of fiber consumption of the three main categories of clothing, home textiles and industrial products will reach 48:27:25. The development capacity of new products will be further enhanced, the varieties of products will become more abundant, and the proportion of domestic sales will gradually increase to meet the needs of high and low consumption levels. The total output value of textile industry in the central and western regions will account for 28% of the whole country, and the concentration of chemical fiber industry will further increase, and the annual output value exceeds 10 billion yuan (20).
The proportion of brand exports will reach 25%.
According to the plan, during the "12th Five-Year" period, the quality level of textile industry was further improved, brand building ability was significantly enhanced, 5-10 brands with international influence were formed, 100 famous brands with high awareness in the domestic market, 50 brand enterprises with annual sales revenue exceeding ten billion, and 25% of brand products exported.
During the "12th Five-Year" period, the developed countries in China's textile industry will be more competitive in the high-end industry chain and the developing countries' double competition at the low end of the industrial chain. At present, there are still many problems in China's textile industry, such as the lag behind the construction of independent brands, improving the added value of products and improving the industrial value chain.
During the "12th Five-Year" period, the textile industry will formulate brand development strategies, enhance the integration capabilities of brands in R & D, design, production, sales, logistics, service and promotion links; support powerful enterprises to actively promote brand internationalization, and acquire international brands through acquisitions or overseas brands, and gradually form with the upgrading of innovation capability. international China's original brand.
At the same time, the plan puts forward that the brand and construction projects will be focused on clothing and home textile industry. We will focus on tracking and cultivating about 100 garment home textile brand enterprises with strong innovation capability, wide market coverage, high market share and strong profitability. We will accelerate the internationalization process of China's clothing home textile brand and strive to form a number of international garment home textile brands as soon as possible.
It is understood that during the "11th Five-Year" period, brand building has achieved initial success. China's textile industry has transformed from processing and manufacturing to product design and creativity, and has initially formed a number of design and creative parks. Textile and garment exports have changed from processing and production (OEM) to design production (ODM) and brand production (OBM). The brand value of intermediate products such as yarns, fabrics, accessories and so on has also been recognized by the market. China's textile and clothing independent brands have gradually entered the international market; 143 Chinese brands and 45 famous Chinese brands have been obtained from clothing and clothing, and domestic consumers have increased their awareness of their own brands.
Financing priority in key areas
The plan puts forward the role of fiscal and tax policies, and supports textile machinery, new fiber materials and high performance industrial textiles in the special planning of strategic emerging industries such as high-end equipment manufacturing, new materials, etc., and establishes a long-term mechanism to encourage technological transformation of textile enterprises, giving priority to supporting technological transformation projects combined with energy conservation, emission reduction, elimination of backward, merger and reorganization, and industrial transfer, and supports the use of high technology to transform traditional industries.
We should also make good use of financial support policies, give priority to supporting new textile fiber materials, high-end textile equipment, industrial textiles, brand clothing and home textiles enterprises, and actively support enterprise innovation capability and brand operation capability; support eligible enterprises to expand financing channels and raise financing ability through issuing corporate bonds, small and medium enterprises collective bonds, short-term investment and financing coupons, etc., and encourage guarantee agencies to provide credit guarantee and financing services for small and medium-sized textile enterprises.
