Textile Revitalization Plan Will Be Launched Early This Year

The plan for revitalizing the textile industry has been submitted to the NDRC for three years, and will be submitted to the State Council at the end of this month.

Sun Ruizhe, vice president of China Textile Industry Association, said at the 2008 China Textile Innovation annual conference held in December 11th that the plan is expected to be formally released early next year.

Focusing on the four major fields, Sun Ruizhe said that the plan will refer to the "11th Five-Year" development plan of the textile industry that has been released, and is drafted by the China Textile Industry Association under the State Council's commission. The time span will be 2009 ~2011. Its main contents include: promoting coordinated development through structural adjustment; improving independent innovation ability with technological progress; promoting energy conservation and emission reduction; implementing circular economy; strengthening the cultivation of independent brands and marketing channels.

Specifically, structural adjustment involves developing industrial textiles, promoting merger and reorganization of dominant enterprises, building public service platforms, enhancing the risk tolerance ability of SMEs, optimizing the layout of industrial regions, and accelerating industrial pfer.

Technology innovation mainly covers high-performance fiber, functional fiber and application development, natural fiber high value-added products and application development, development and application of key equipment for textile machinery, development and application of information technology, technology center and design creative center.

Sun Ruizhe believes that the financial crisis has not changed the basic needs of the necessities represented by textiles and clothing, and that the change is only the consumption structure.

If China's textile industry wants to achieve sustainable development, it must closely follow the trend of development of domestic and foreign textile industry and change of consumption demand, be good at capturing and creating effective demand, and then establish an effective development mode.

What is particularly important is that China's textile industry must be confident in its development. This is because, on the one hand, China occupies an important position in the layout of the global textile industry. China's textile industry can not be easily replaced by the industrial scale and supporting advantages formed by technological progress. On the other hand, the export of Chinese textile economy is gradually declining, and the domestic demand market has become an important market of China's textile industry. The factors such as the huge growth potential of industrial textiles, unbalanced regional development, perfect industrial matching and continuous growth of social retail sales have contributed to the expansion of domestic demand.

According to the statistics of China Textile Industry Association, from 2002 to ~2007, the extroversion of Chinese economy (that is, the proportion of export scale to GDP) increased from 39.9% to 63.6%, while the export-oriented degree of textile economy (that is, the proportion of textile exports in total capacity of textile industry above scale) decreased from 61.39% to 38.9%.

"Recently, in the industry promotion plan formulated by the Central Committee, the textile industry has been listed in the fifth pillar industries of our country. After the iron and steel, automobile, shipbuilding and petrochemical industry, we can see that the state attaches great importance to the development of textile economy."

Du Yuzhou, President of the China Textile Industry Association, pointed out in the concluding remarks that in response to the financial crisis, the textile industry must turn pressure into a driving force and speed up industrial upgrading, and product innovation is the core content and important measure for upgrading the textile industry.
