The reporter learned from the Akesu Bureau of human resources and social affairs that since the launching of the textile and garment industry in Akesu in 2014 to promote employment, the Akesu region and the people's and social bureaus of various counties and cities have conducted three special investigations. The survey on the employment needs of textile and garment enterprises in counties (cities) and industrial parks has been conducted. There are 113 cotton textile enterprises in the whole region (including 79 ginning plants), and 22096 enterprises in the design scale (employment), of whom 20941 are long-term contract workers and 1155 are seasonal employment.

But in fact, only 9702 employees are recruited, including 880 management and professional technicians, 8822 skilled workers, and a large gap in employment.

Textile and garment enterprises

It is difficult to recruit workers, vigorously promote the employment of surplus labor in urban and rural areas, and actively integrate resources in Akesu, and carry out the training of skilled workers in textile and garment industry.

In the training of labor force, the Akesu area adopts the training mode of enterprise independent training and school enterprise cooperation, ties together the training of new growth workforce, related skills training of textile and garment industry, and constantly integrates resources, innovating and developing, and vigorously implementing the work. It aims at improving the quality and skills of laborers and providing qualified technical workers for textile and garment enterprises.

Over the past year, 5281 textile and garment enterprises in Akesu have been trained. Among them, 3472 have been trained independently, 1809 have been commissioned by training institutions, and 3544 have participated in general language training in minority countries.

Through training, the total number of newly increased employment of textile and garment enterprises is 5545.

While vigorously carrying out training, the Akesu region and the people's and social bureaus of various counties and cities are actively guiding the textile and garment enterprises to carry out self-employed training of new recruited employees, providing policy and financial support.

Over the past year, textile enterprises in Akesu enjoyed 1363 training subsidies and 4 million 180 thousand yuan of subsidy funds.

Enterprises enjoy 300 training subsidies and 850 thousand yuan subsidy funds; 9 textile enterprises enjoy 1028 social security subsidies and 1 million 110 thousand yuan of subsidy funds.

The region has issued the plan for the pfer of employment of the surplus labor force in the rural areas, and vigorously implemented the pfer mode of employment from the Akesu area, the counties (cities), the villages and towns, the whole system, and the textile and garment enterprises as the leading pfer mode. It adopted the "employment agreement" signed by the county (city) coordination Township and the textile and garment enterprises, signed the labor contract between the labourers and the textile and garment enterprises, and the township cadres assigned to the enterprise management services, so as to fully promote the pfer of the surplus agricultural labor force to the textile and garment enterprises.

Over the past year, 1906 urban and rural surplus labor force in Akesu have been pferred to the textile and garment enterprises in Akesu textile industrial city (Development Zone) through the whole system.
