Announcement On Further Strengthening Supervision Over The Export Quality Of Epidemic Prevention Materials

 

First, strengthen the supervision of the export quality of non medical masks. Since April 26th, the export of non medical masks should be in line with Chinese quality standards or foreign quality standards.

 

The Ministry of Commerce has confirmed the list of non medical mask manufacturers that have obtained foreign standard certification or registration. (www.cccmhpie.org.cn, website of China Health and health products import and Export Chamber) is updated dynamically, and the market supervision administration has provided the list of unqualified medical products and enterprises listed in the domestic market (www.samr.gov.cn). When declaring an enterprise, an electronic or written exporter and importer shall jointly declare that the product is in conformity with Chinese quality standards or foreign quality standards, and the importer shall accept the quality standard of the purchased product and not be used for medical purposes. The customs shall, according to the list of enterprises provided by the Ministry of Commerce, check and release the goods not listed in the list of enterprises provided by the General Administration of market supervision, and examine and release it.

For the procurement contract signed before April 26th, the exporter and the importer shall jointly declare the export declaration.

 

Two, further standardize the export order of medical materials. Since April 26th, export products of new coronavirus reagents, medical masks, medical protective clothing, respirators and infrared thermometers which have been certified or registered by foreign countries are required to be submitted to electronic or written declarations when declaring the declaration. The products are in compliance with the quality standards and safety requirements of the importing countries (regions). The quality control measures for export of above preventive materials will be dynamically adjusted according to the development of the epidemic situation.
