According to the latest data from Russian Federation Immigration Bureau, the number of Chinese immigrants in Russia is about 270 thousand.

Many Chinese immigrants are pursuing the dream of gold rush in the hardest part of Russia. According to Victor Ishaev, the Russian Far East Development Minister and the president's plenipotentiary in the Far East Federal District, 30% of the foreign labor force in the Far East is in China.

For them, the new immigration law is the best New Year gift.

According to the bulletin of the Caucasus, since January 1st, the new immigration law of Russia has entered into force.

This Russian immigration law is more relaxed than before, especially for labor migrants.

The new law is loose and tight.

On the whole, Russia's immigration policy tends to be loose.

Russia's new immigration law stipulates that a visa free country with Russia will abolish the quota of immigrants and replace it with a personal or legal person work permit system.

Since 2001, Russia has adopted quota system for foreign immigrants.

In the past few years, the quota of immigrants has been decreasing.

In 2014, the quota for temporary residence permits issued by Russia for foreign nationals and stateless persons was only 95 thousand and 800, which was reduced by nearly 10000 compared with the previous year, only 2/3 in 2008.

Today, the abolition of immigration quotas will encourage more labour migrants to enter Russia.

However, the new immigration law requires higher immigration language. All immigrants must use Russian to pass Russian legal and historical knowledge.

This is the first time that since 2012, when the law on foreign workers must pass the Russian language proficiency test, it has put forward language requirements for the first time to all foreign immigrants working and living in Russia.

The new law is more stringent for the CIS countries.

In the past, Russia has always adopted a relaxed policy towards immigrants from the CIS countries.

According to the Russian morning post, Russia has never changed its original immigration policy in order to avoid alienation from the Soviet Union.

But this time there is a new provision for CIS Immigration: CIS immigrants must enter Russia with their passports, and only 90 days can be accumulated within 180 days without visa entry and without work permits.

In addition, the Ukraine crisis also allowed Russia to tighten control over Ukraine's immigration.

In December 15, 2014, Russian Prime Minister Medvedev wrote in the independent newspaper that Russia will restrict labor migration in Ukraine from January 1, 2015, which will affect about 4000000 Ukraine immigrants in Russia.

personnel

The analysis points out that the main reason for Russia's lax policy is the lack of skilled talents in Russia.

Russian Federation Immigration Bureau data show that at present, the number of foreigners in Russia is 10 million 500 thousand, of which 4 million 300 thousand come to Russia is not working, 3 million 700 thousand people come to Russia for labor activities, of which only 1 million 500 thousand people have work permits.

Data from Russian Federation Immigration Bureau show that immigrants from Central Asia to Russia are mainly low skilled workers, while those from China are mainly intermediate skilled workers, and highly skilled experts mainly come from Germany, Britain, the United States and France.

Low skilled workers not only create limited economic benefits, but also have a lot of difficult to manage grey.

Worker

According to the Russian newspaper, the number of immigrants moving to Russia has increased by 40% over the past 4 years.

40% of them do not understand Russian.

Language is out of the question, leaving them outside the Russian community and creating problems for the management of the Russian government.

At present, in order to adjust the economic structure and promote economic development, Russia is in urgent need of highly skilled talents.

The joint meeting of the chairman of the drafting expert group of Russia's 2020 development strategy has said that Russia needs to move to new development path with high skilled labor migration.

In the new immigration law, the work permit system of individual or legal person for labor migration will help Russia absorb more highly skilled talents, adjust the structure of immigrants, and serve Russia's economic development.

The advantages of change outweigh the disadvantages.

There are a large number of illegal immigrants in Russia.

According to the Russian financial market network, Lado China, deputy director of the Russian federal immigration bureau, said that at present, foreign citizens stay in Russia for more than 90 days, and they do not go to the relevant department of the federal immigration agency for formalities.

Russian Federation Immigration Bureau reported that in the first half of 2014, 6000 illegal immigrants were expelled from Moscow and Moscow State.

There are also many Chinese immigrants who do not have legal status.

According to the news of new Russia, the number of labor migrants in China is increasing every year.

About one hundred thousand Chinese immigrants enter Russia every year, and only tens of thousands of them have legitimate labor permits.

However, with the abolition of the immigration quota system in the visa free countries, more Chinese immigrants are expected to apply for work permits and get legal status.

Of course,

Chinese immigrants

Language barriers must also be crossed.

According to the report provided by the Russian Immigration Bureau, in the work of sampling labor quota in Moscow market, filling in the form shows that Chinese workers with their university degrees are only half identified as language illiterates because of language barriers.

The analysis points out that, in any case, the change of the new immigration law in Russia means more opportunities for Chinese immigrants.

Chinese immigrants should seize the favorable conditions to take the initiative to integrate into the local society and safeguard their legitimate rights and interests.
