According to the measures of the people's Republic of China on the certification of GSP certificate of origin, the General Administration of Customs has decided that, from December 1, 2021, the customs will not issue GSP certificate of origin for goods exported to EU Member States, the United Kingdom, Canada, Turkey, Ukraine and Lichtenstein, which have no longer given preferential treatment to China's GSP tariff.

Consignors of goods exported to the above countries may apply for non preferential certificate of origin if they need the certificate of origin.

So far, only Norway, New Zealand and Australia are the only countries that still retain the GSP treatment. Enterprises can still apply for GSP certificates for goods exported to these three countries.

In recent years, with the steady development of China's economy and the gradual improvement of its international trade status, more and more countries and regions have announced the graduation of China's GSP.

According to the notification of the Eurasian Economic Commission, from October 12, 2021, the Eurasian Economic Union will cancel the GSP treatment for the goods exported to the China export Union, and the goods exported to the member countries of the Eurasian Economic Union will no longer enjoy the GSP tariff preferences.

On the same day, the customs will no longer issue GSP certificates of origin for goods exported to Russia, Belarus and Kazakhstan.

At one time, under the GSP scheme of the Eurasian Economic Commission, the union granted tariff preferences to China's exports of meat and meat products, fish, vegetables, fruits, some raw materials and primary processing products. On the basis of tariff rate, 25% import tariff will be exempted for the goods in the list exported to the alliance.

Japan will no longer grant GSP tariff preference to China's goods exported to Japan from April 1, 2019. Starting from April 1, 2019, China's customs will no longer issue GSP certificate of origin and relevant Japan import processing certificate for goods exported to Japan.

GSP preferential tariff refers to a general, non discriminatory and non reciprocal preferential tariff granted by developed countries to the manufactured and semi manufactured products (including some primary products) exported by developing countries or regions. It is a special tariff that is further reduced or reduced on the basis of MFN tariff.

This policy is conducive to helping developing countries enhance the competitiveness of export products, expand exports, and promote industrialization and economic development of developing countries.

China's GSP certificate of origin (GSP) and certificate of origin of regional preferential tariff reduction is about 6%.

It is worth noting that while China graduated from GSP, some countries and regions still maintain the GSP treatment for Vietnam, Indonesia, Bangladesh, Cambodia and other countries, which means that some of China's labor-intensive export products are facing more severe challenges

Certificate of origin under FTA can be issued for export to Pakistan.

But at the same time, China has accelerated the pace of expanding the "circle of friends" of the free trade zone.

So far, China has reached 19 free trade agreements and signed these agreements with 26 countries and regions, with free trade partners covering Asia, Europe, Latin America, Oceania and Africa.

In addition, there is also the latest good news that the certificate of origin under the FTA can be issued for export to Pakistan from November 10.

By applying for the certificate of origin of China Pakistan FTA, the products exported to Pakistan can enjoy different levels of tariff reduction and exemption when Pakistan imports

Pakistan has implemented zero tariff on 45% of the tax items,

For 30% of the tax items, zero tariff will be gradually realized in the next five to 13 years,

On January 1, 2022, a 20% partial tax reduction will be implemented for 5% of the tax items.

The certificate of origin under the China Pakistan agreement of the China Council for the promotion of international trade (CCPIT) is fully electronic and provides independent printing service. The majority of enterprises can apply for the certificate of origin free of charge through the CCPIT online visa system or international trade single window.
